Democrats frame the proposal as a defensive response to recent mid‑decade redistricting efforts by Republican‑controlled states, some of which were encouraged by former President Donald Trump’s calls for GOP legislatures to redraw maps to lock in House seats ahead of the national elections.
“If another state redraws its map mid‑cycle, that could unfairly dilute Virginians’ influence in Washington,” said Del. Rodney Willett (D‑Henrico), the amendment’s sponsor.
